The Custodian of The Two Holy Mosques, King Abdullah bin Abdulaziz Al-Saud, has issued a decree to establish a national plan for the utilization of information technology (IT). The plan recommends the implementation of E-learning and distance learning and all their prospective applications in higher education. Moreover, a national center will provide technical support as well as the tools and means necessary for the development of E-learning content.
The carrying out of the plan can be attributed to the increasing demand resulting from rapid population growth, lack of teachers and instructors in terms of both quality and quantity, and high financial costs (coordinating certified programs, instructional methodologies, and production of learning materials…etc).
The use of technology in both education and administration will enhance the education process, thereby facilitating a metamorphosis of the traditional educational model. The traditional model standing alone may not be appropriate or adequate in preparing students for the complexities of today's rapidly developing society. However, wedded to electronic model, it will result in a blended model using state-of-the-art instructional equipment and tools to aid explanation of the learning content while moving toward a renewed grasp of traditional values. Students will be given the opportunity to utilize a method most appropriate to their learning styles. elearning truly enables students themselves to tailor their education under the guidance of teachers serving as mentors.
Following such order (decree), need and desire, a full E-learning-based instructional system has been established in the form of a national center that supports the educational processes in tertiary institutes at all levels and stages, free from the restrictions of time and place.
